HDF Receives $6 Million State Grant to Support Affordable Homeownership Development Across Connecticut

On Tuesday, April 1, Housing Development Fund (HDF) Executive Director Kiley Gosselin joined Governor Ned Lamont and Connecticut Department of Housing (DOH) Commissioner Seila Mosquera-Bruno in Hartford to announce a $6 million grant awarded to HDF to expand affordable homeownership opportunities across the state.
The funding, made possible through the Connecticut Department of Housing, will support HDF’s Homeownership Developer Grant Program, which provides developers with up to $150,000 per affordable homeownership unit. These funds help bridge the gap between the cost of developing new housing and the price that first-time, low- and moderate-income buyers can afford to pay. All homes supported by this program will be deed-restricted to ensure long-term affordability.
“This state is stepping up and saying yes to housing, yes to more innovative housing resources, yes to more affordable, sustainable homeownership, and yes to housing development in every community,” said Gosselin at the press conference.
“It’s going to take every type of housing development in every type of community to keep Connecticut strong, stable, and growing, and to keep Connecticut’s economy thriving.”
The announcement was part of the Governor’s broader unveiling of the Connecticut Home Fund, a comprehensive plan to increase affordable housing access across the state through construction, repairs, and homeownership support. The initiative and HDF’s role in it were featured in Connecticut Public’s coverage, highlighting the state’s commitment to addressing housing affordability.
As reported by CT Post and CT Insider, the Homeownership Developer Grant Program will enable developers to bring new, affordable, deed-restricted housing units to market in communities across Connecticut—helping more families become homeowners and ensuring affordability remains in place for years to come.
For more than 30 years, HDF has worked to expand access to affordable homeownership and support community development through innovative financing and partnerships. This new funding will allow HDF to deepen that commitment and accelerate the development of new affordable housing options at a critical time for Connecticut families.
