About HDF

Housing Development Fund’s (HDF) mission is to facilitate the development of affordable rental and homeownership opportunities. We accomplish this by helping households become and remain owners of affordable homes, as well as financing affordable rental opportunities for low- and moderate-income households. By providing free counseling and unique lending products to first-time homebuyers, HDF helps community members become homeowners. We also offer competitive financing options to developers who build affordable housing units.

Through public and private investment, HDF makes sustainable homeownership a reality, one #HDFHome at a time. We leverage private investment to make public subsidy dollars work harder to create affordable housing, offering lenders the opportunity to invest in the sustainable ownership of our communities. Additionally, we work with state and local governments to develop innovative housing solutions and identify qualified homebuyers for affordable housing and homebuyer assistance programs.

History

The Housing Development Fund (HDF) Inc. was established as a nonprofit organization in 1989 to finance the development of affordable housing in Stamford, CT. Early on, we provided financing for developers of affordable housing and downpayment assistance programs for first-time homebuyers. During this time, we were instrumental in establishing inclusionary zoning in both Stamford and Norwalk, CT.

In 1999, HDF merged with Adopt-a-House and began providing free homeownership counseling services to homebuyers. Since then, through a series of strong local partnerships, our services have become available to an increasing number of homebuyers.

Today, we are headquartered in Stamford, where we continue to provide unique lending programs and free homeownership counseling. With more than $151 million in funds under management, our programs include the pre-development, acquisition, rehabilitation, and construction of affordable housing, as well as downpayment and closing costs assistance loan programs for low- and moderate- income families.

Our current service areas include the entire state of Connecticut, as well as Nassau, Suffolk, Rockland, Putnam, and Westchester counties in New York, along with the five boroughs of New York City.

The Housing Development Fund complies with Title VI Regulations:

Title VI protects people from discrimination on the basis of race, color, or national origin in any program, or activity receiving Federal financial assistance; Title IX prohibits discrimination on the basis of sex in education programs or activities receiving Federal financial assistance; and Section 504 prohibits discrimination on the basis of handicap in programs or activities receiving Federal financial assistance.
